NICE Technology Appraisal Committee Member Recruitment

National Institute for Health and Clinical Excellence seeks new members for its independent advisory committees on the use of health technologies.

The National Institute for Health and Clinical Excellence (NICE) is recruiting members to join its four independent advisory Appraisal Committees. The Appraisal Committees consider and interpret evidence on the clinical and cost effectiveness of health technologies and formulates recommendations on their use.

Members of all Committees are drawn from the NHS, healthcare professionals, patients and carers, and the academic world. Committee members are not appointed to act as representatives of a particular organisation. They will be expected to apply the experience and judgement from their individual backgrounds to the topics considered by the Committee and in doing so actively contribute to improving the quality and consistency of care provided by the NHS. They will be helping the Institute make some of the most difficult decisions in public life.

NICE currently have vacancies for Committee members in the following categories:

  • Consultant Physician
  • General Practitioner
  • Health Economist
  • NHS Management
  • Nurse
  • Paediatrician
  • Statistician

Applicants must be prepared to travel to meetings in either Manchester or London.

Time commitments and conditions

Committee members attend eleven day-long committee meetings per year as well as an annual Away day. In addition, Committee members will need to be able to deal in a timely manner with the reading of substantial Committee documents as well as helping with the production of consultation documents. Appraisal Committee meetings are held at the NICE offices either in central London or Manchester, and dates are fixed and made available to Committee members up to a year in advance. Committee membership is unpaid although expenses, including overnight accommodation, are reimbursed. The period of Committee membership is for three years in the first instance.

NICE Appraisal of Albinterferon alfa-2b for the Treatment of Hepatitis C

Albinterferon alfa-2b for the treatment of hepatitis C

The National Institute for Health and Clinical Excellence (NICE) has been invited to carry out an appraisal of albinterferon alfa-2b for the treatment of hepatitis C.

ANSA has been invited to send two representatives to a scoping workshop for this proposed appraisal, as well as to submit its views.

If referred, NICE intends to appraise this technology through its Single Technology Appraisal (STA) Process. The STA process has been specifically designed to produce timely guidance on single technologies that have already been licensed and to produce guidance on single new technologies close to when they first become available. Developing guidance via the STA process will expedite the appraisal of these products.

ANSA ask that any interested ANSA Members:

  • Comment on the draft remit for the proposed appraisal and the draft scope which has been developed from the draft remit;
  • Comment on the provisional list of organisations that will be invited to participate in the appraisal if referred (called the provisional matrix of consultees and commentators).

Your view are needed urgently, since ANSA must submit any comments by Tuesday 13 April 2010.

As you know, NICE has responded to Sir Ian Kennedy's report "Appraising the value of innovation", and published its response for consultation on the NICE website. The NICE Board will consider the comments received in consultation at its meeting in March. NICE will then publish a response, addressing any points made by consultees and setting out any changes in the action it proposes to take. However in the interim, as a commitment to good practice, NICE will invite consultees to set out what they consider to be the key elements of the product's value proposition, as part of the topic scoping consultation. NICE therefore provide you here with the opportunity to respond to the following two questions, if you wish to do so:

  • What do you consider to be the relevant clinical outcomes and other potential health related benefits of the technology [X] in the treatment of [Y], particularly when compared with currently used treatment options?
  • Please identify the nature of the data which you understand to be available to enable the Appraisal Committee to take account of these benefits.

Please be aware that at this stage there is no guarantee that this proposed appraisal will be formally referred by the Department of Health. This will be determined in part by comments received on the draft remit and draft scope.

Library: NTA Publish Largest Ever Study of Cocaine Users in Treatment

One in ten adults accessing treatment for powder cocaine use; services well equipped to respond.

The NTA has published its first ever report on powder cocaine, highlighting that as many as one in ten adults coming into treatment for addiction in England are seeking help for powder cocaine use.

It's well established that powder cocaine use among the general population has increased significantly in recent years. The NTA is now able to show that services providing specialist psychosocial support for cocaine addiction are well placed to treat the next generation of users, and that treatment is effective in helping people overcome dependency.

Strong new evidence for the effectiveness of psychosocial support: over 71% in treatment stopped using powder cocaine, or reduced use substantially within six months.

The report: "Powder cocaine: how the treatment system is responding to a growing problem" includes the largest review of powder cocaine treatment in England undertaken so far. The study used data gathered via the Treatment Outcomes Profile (TOP) measurement tool to track the progress of people accessing treatment services for powder cocaine over a period of six months.

The study contains results on more than 3,000 individuals; its findings underpin research published in the Lancet (October 09), highlighting the effectiveness of psychosocial interventions for treating crack cocaine.

Of those taking part in the study:

  • 61% had abstained from using cocaine for at least 28 consecutive days within six months of entering treatment; 11% significantly cut down use.
  • Use of other drugs reduced.
  • Physical and psychological health improved, as did overall quality of life.

This presents a clear message that services are well equipped to treat a range of needs based on the individual, not the substance - so users can get help whatever their background or substance.

More than a third of those entering treatment for cocaine in England are aged 18-24, and they are much more likely to come from a broad range of social backgrounds than the typical heroin users who traditionally form the majority of those in treatment.
